The recent shield nerf was to prevent brick tanking from being to affective,but it also left shields crippled (slightly more than currently) now a more pressing threat is tank&gank Damage mods should decrease the efficiency of repairing not terribly but where someone puts a bit of thought into putting 3 mods instead just 1

Damage mods already have that (a penalty i mean). Its called a stacking penalty.

With 5 extenders, the delay of a Caldari Logi rises from 8 seconds to 8.96 seconds.
OMG THAT'S SO SCARY CCP TOTALLY NERFED IT OMG!
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Shield aren't underpowered, players are. I constantly beat brick tanked suits in my Caldari Assault because I use speed and regen for my advantage.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

It's not like Armour already repairs much, much slower than Shields, but does it persistently instead of in rapid bursts of downtime.

Shields and armour should play differently. Unfortunately as the TTK approaches zero those differences also approach zero and they are treated as a single eHP pool.
Some of these timings make no sense 8 seconds when your total pool goes in 2 seconds. Shields of 400 might take a second to deplete and then 8 to restart and another 8 to regenerate.
If suits were more mobile they could take advantage of shield regen. Closet we have is to stand beside cover and duck and fire. Very valid tactic and it is fine until you get hit by a charged shot, sniper or scrambler. If you live you have to scramble ;) to cover. Run, don't get a couple of SMG rounds in your but. Wait 8, regen for 8+
It would be nice to borrow some of the shield mechanics from EVE and have shield boosters and charging stations.
Anyhow gimping armour isn't going to resolve shield mechanic issues.
If anything by increasing armour and increasing eHP you will get to see shield mechanics come to light. It would be better if armour had much more health but much lower respectively heal. In fact it might make more sense to have armour to be able to heal under all conditions but have a time delay with shields healing much faster out of fire but starting much quicker.
Turrent - the sound a tankers pants makes when he finds out the four swarm militia doing squats around him aren't AFK.
