Suits would have a recharge rate, modules would have a energy cost per minute/ per second, stack modules would give a penalty. Capacitor recharges during the battle, certain actions consume your capacitor, if your capacitor is empty you'll have several malus.
This would mitigate the HP difference between classes. The high number of slot would make logi more difficult to fit if they want to be combat efficent (turning the high number of slot in a possible malus). Heavy would be the only class with ton of HP because they have them without tanking.
Brick tanking still possible, but you will risk to deplete your batteries faster.

please stop with the capacitors already.
you know what I really want to deal with in the middle of a fight? pulsing a rep. nothing screams "fast paced multiplayer FPS like taking time to pulse a rep.
your jumping dodging and weaving about while aiming and picking your shots. and suddenly your cap goes dry, everything stops cycling and you have time to care about it.
does eve have fast paced combat? no. do you need to aim in eve? no. do you need to move in eve? yes but it only takes a few seconds to readjust course and align. do you have time to fiddle with your cap? yes
does dust have fast paced combat? yes do you need to aim in dust? yes do you need to move in dust? yes and it requires full attention do you have time to fiddle with a cap? NO NO NO NO! (even on tanks)

I'm not talking of active modules, i'm talking about preventing OP things. A decent system would prevent to run out of charge with a normal fit, if you want to brick tank you will risk.
