Yes, they have proportionally lower fitting resources as well. It's not just heavy CPU - it's everything.

They are meant to be less versatile, I guess...
I believe Scouts need 1 more module slot and better PG and CPU, though.
The Heavy suit is ok, in my opinion, it's the HMG that sucks. Bullet dispersion needs to be fully optimized.

I think it has something to do with versatility (i.e. why logistics have the most slots).
The problem is that not all modules have a drawback for using more than 2 of them. If we had more drawbacks, then maybe we wouldn't see so much stacking, and more complex fittings. The movement penalty for armor plates actually is reduced the more plates you stack (using 4 enhanced plates isn't a 12% movement penalty, and actually works more like a reverse stacking penalty, where each penalty is reduced from the first).
For instance if you have 2 low slots you might only be able to fit a plate and an armor rep, or a sprint mod and a regenerator. 4 slots would let you use all four at once.
But oh well. ____________________________________
As for justification...I'm guessing that Scouts have less slots because they dont need to be super armor/shield stacked like the other medium suits.
Heavies on the other hand are a bit skewed though. The only heavies we have are AMARR, and if you look at the Amarr medium suits, they don't exactly have the fastest movement speed or the most slots.
For instance the minmatar Heavy might actually have a sprint speed over 6.0, with 4 highs and 2 lows. Gallente heavy could quite possibly have 5 low slots.

I think you're on target, , Keri.
The heavy suits are actually pretty good. With some heavy weapon options or tuned up HMG they would play a much bigger factor. The heavy / Logibro team is still one of the best examples of how different roles combine for effects in the game.
I don't run scouts but it's obvious to me that they need some help. My thoughts on that were increasing the CPU/PG, and significantly increasing passive scanning and decreasing scan signature. Finally I would add an equipment slot not a module; scouts should have little staying power In a straight up fight but they need high end gear and tactical options. Scout with a solid ranged weapon (rail, CR, ,tac AR, SCR), uplinks, scanner, profile damps, hack mods....that's the REAL "commando" in dust. |

We're supposed to be the fastest in the game. But I can barely out run some assaults so that makes no sense. We would be able to do much more and faster if we had this. |

the answer is on the surface. There is no logic to it and that's why it does not work. There are suits with good bonuses in the form of expansive slot layouts and everyone uses them and suits that have nill fitting capacity and ppl shy away from them.
Let's not forget that there are only 3.5 modules in the game that are worth using and definitely only two modules that are worthwhile for the highs - so much for flexibility and situational roles.
