I don't see why not, it sounds like an interesting idea (and forget those who say it doesn't make sense). My only question is why you'd do this an as armor tanker. In my opinion, it would be better for a shield tanker since he'd then have a little buffer for his main tanking type.

You make a choice when you choose to shield or armor tank, and that choice is whether you want to have quickly regenerating 'burst' tanking or if you want to have slowly regenerating 'endurace' tanking (with small bursts of quickly replenished shields). Choices have consequences. Fast regeneration but quick deaths when through your 'hp' or slow regeneration but massive hp totals.
This is how it is I've yet to see a single convincing argument for this, it's mostly just people whining 'I want it my way' or 'diversity for diversities sake!!!!!!' |

CCP could write some jank about a whatever device and suddenly, it works. That said, I'm curious about OP's reasons for wanting armor to take damage before shields. I'd want it because shield tankers have a "hull layer" as it were in their suit's armor HP and armor lovers do not. |

Skin grafts increase muscle tension?... and neural reaction time?.... No those are augmented nervous system implants. Even now we have systems that can read neural connections and act upon them without having to be physically connected.
