scanners in this game is like promethian vision in halo 4. You are able to see what the enemy is, and where they are facing. in oder to avoid being see with prom vision completely, you need 2 things to counter it.
Active camo, and the wet work perk. 2 perks to counter one.
In this game you need to sacrifice an obscene amount of HP just so they won't pick you up on the scan. But by doing so, thry still know where you are because of the "some error detected" message. Once they see that, they just spam the scanner to home in on your location.
Aside from that, players just spam it anyway because of its short charge time, no draw backs. Giving it a limited supply would stop a lot of that.
Actually, the PG requirement is where the scanner is getting it's power from. Instead I would suggestthe best solution is to do something similar to how EVE makes locking time based upon signature size of the the locking ship as well as the signature size of the ship being locked. A larger ship take longer to lock onto a smaller ship, than if a smaller ship is locking onto a similarly sized ship. So maybe modify the scan result due to using a scanner with the size of the scan profile of the suit doing the scanning. This results in Light Suits being able to scan out other Light Suits and larger; Medium Suits being able to scan out other Medium Suits and larger (missing many of the Scouts); Heavy Suits (Commandos only) being able to scan out other Heavy Suits and larger; and, Vehicles (aha! you say) being able to scan out other Vehicles and larger. This encourages similar size opponents to engage similarly (or larger) sized opponents. So a ratio of the Scan Profile of the one being scanned {ScanRcv} to that of the Scan Profile of the one doing the scanning {ScanXmit} needs to be implemented.
Something like:
(Current Scanning Algorithm) * ({ScanRcv}/{ScanXmit})
Or however they need to tweak it to make it work right.
