Please don't. We're mercenaries and our bonuses should open up a broader sense of advantages with weapons instead of narrowing down who can use what. I like the Minmatar assault racial because it doesn't discriminate between the ScR pistol, flaylock or SMG. Other class bonuses should reflect that to a degree for fitting diversity.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

To that end, make bonuses that can apply to all weapons, but are better if that races gear is used. For instance, make caldari assault get hybrid reload speed again. Minmatar get less projectile weapon dispersion. I agreed with you until you mentioned the horrible change to the Minmatar bonus. Even though it's a bit underpowered, (should affect total clip size and ammo capacity of sidearms) it adds a degree of versatility. You could make a sniper fit that's effective at close and long range, an AV fit that you can run around with for the majority of a match, or a sidearm specialist that takes advantage of the suit's speed. Generalize the bonuses to add more versatility with weapon choice instead of simply saying x suit should be good with x racial weapon. For example, simply rewording the Amarr bonus to affect all weapon heat build up would go a long way if we get more weapons that use a heat mechanic, no matter the race's manufacturer.

Those were just examples. The point is, is that Caldari use hybrid weapons, so their suits should bonus hybrid weapons. Minmatar suits should bonus projectiles, and Amarr should bonus lasers. Wouldn't it make more sense for bonuses to apply to battle philosophy instead?
Gallente = Close range "brawling" Minmatar = Hit and run flanking Caldari = Long range bombardment Amarr = Mid range skirmishing
Not everyone likes to RP and a lot of people could give a rats ass about EVE lore and who uses what gun. It's better to generalize things so that it's left open ended to player interpretation by giving them little hints of what they can do instead of telling them what they have to. Someone in CCP had the bright idea that heavies should have to be over glorified campers, look at how that worked out.

I do love the Min bonus to clip size. Many a time I've used the suits speed to flank and had to take out multiple opponents quickly without changing weapons and the extra ammo at the ready without reload has been a godsend.
With regard to when the CR comes out.. I don't know if I'd want a change up to all weapon clip sizes. I used the Burst AR a lot and ammo is not ever a problem - its so efficient with each bullet you don't need more. AND the CR already will do more damage than what I'm used to so again ammo is not a problem.
I'd say the only shortfall to the CR will be CQC (why I can't use Burst AR any more, GEK's destroy me in secs) but a good complimentary sidearm fixes that (or simply use the Assault CR) so again I see nothing wrong with sidearm clip size.
Just my 2 cents It'd say just buff the Minmatar racial to total clip size after applied skills and base ammo capacity to to make running sidearms as primary weapons a bit more forgiving. I love my carthium pistol, but the ammo can be a bit scarce at times.
