Well this is completely over simplifying. 1) Plates use more PG than Shields. 2) Supporting mods for armor use lots of PG, shields less so. 3) CPU/PG mods go in lows so you can throw these on. 4) DMG mods have the HIGHEST fitting requirement. Also you assume an armor tanker equips DMG mods, what's the shield tanker using on his lows? He can be dampened, super fast with biotics, sense enemies further, hack faster, CPU/PG buff. That's definitely an advantage, may not make up for the brick tank low TTK but that's a poor dev choice. Man I'm a shield tanker and you cannot take DMG mods away from armor tankers. These wouldn't be that big of a deal if the weapons were more balanced. The AR and ScR are so far above anything in this game and they happen to hit shields harder. Let's bring the AR class back to earth first.
actually to be effective "shield tanking" i need to sacrifiece almost all low slots for shield regulation.. currently its just much more effective to just fit plates then anything else... But i agree on the rifle part.. no need to do anything really until AR/Scr is fixed, add more kick and/or dispersion and it might raise the TTK enough to make "pure" shield tanking viable..

The problem is that CCP. Made a mistake with ranged dmg, melee dmg, speed, hacking, and scan modules are ALL made for the wrong slots.
Dmg mods are supose to be for low slots. Hacking mods are supose to be high slots. Etc. Etc. Etc.
Just like they are in Eve online.
The problem this creates is unballance in the races, and it also makes a mark of the races as we know them from Eve online.
CCP. You NEED to fix this.
And PLEASE kick Scotty's arse. |

Make the high slot ones stay Dmg mod, but give them a penalty- E.G. Rate of fire. roF would drop by 40% of the buff given to damage. Make low slot damage mods as well, but make them upgrade effective range, reload speed, RoF, and other nummies like that.
Caldaris get to buff their range through low slot mods, and gallente can bonus their already high DPs.

Notice something horrifically wrong with this? It's the AR functioning as an automatic sniper rifle with ~50-60 dmg per bullet.
The solution isn't 'more hitpoints' or 'take away damage mods', it's adding dispersion and kick to weapons that somehow no longer have *any* dispersion when aiming down sights or simply firing less than 30 shots. The lack of dispersion and kick means *every shot hits and does damage*, causing *anyone* to die in under 1 second of fire and allowing these weapons to perform well outside their intended ranges.
Now people dying in one or two shots with a shotgun isn't a really big problem, nor is it a really big issue with an assault rifle at 20-30m, but when assault rifles are outdamaging lasers at the laser rifles optimal, that's where we have issues. |

Didn't you hear? The devs are deliberating on whether this is mechanically intended or not.
