I know shields were causing a issue before so they were toned down but at least make the adv modules able to compete against the proto versions and make them worth using..for some reason it didnt hit me in the face until I was making a post earlier so Ill just copy and paste my point from that post :
22 basic ok...33 adv..ehh...66 proto holy ****!adv wtf happen to you? There was no constancy while go up the tier..all of of the sudden the proto gives double the adv. and adv isnt even in the same league as the proto.
With armor however it steadly raises +25 hp each tier 85 basic ->(+25)110 adv->(+25)135proto..perfect gives a slight advantage over the other yet the one before still performs good enough compared to the next one in line.
I wouldnt say buff the shields but keep the max at 66 but lower down -20 each tier -25 for shields is a bit too much and makes the basic bleh..
so it would look like 26 -> (+20) 46 -> (+20) 66...that is a pretty nice number for adv compared to 33 it has now..can go against the proto but not better than the proto

I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

I like the OP's suggestion better than this but I think this could work too with one change. Instead of increasing recharge delay adding extenders should enlarge your hit box by 3/5/10%. More shields means your more defended but also easier to hit.

If there should be one change that doesn't really affect much, I would make it 22/44/66.

That is not a hot fix item, OP.
A hot fix is something that is off by enough that it must be fixed quickly and simple enough that it can be fixed by either a script change on the server, a database adjustment or something simpler than that.
What you are asking for is a re-balance of shield extension modules and that is a bit too much for a hot fix.

Well I wouldnt think tweaking some numbers would be hard..but I dont make games so I dont know |

It would make shields ajust terrible armor The regen would be terrible The problem isn't shield regen, it's the delay and lack of buffer to make stacking rechargers/energizers worthwhile. Shields are pretty middle of the road because they're not even good at what the community decided for them: burst tanking. Even if they fix TTK, delay is too high to make hit and running for shields worthwhile when it takes you on average 5-10 seconds before your shields even start to recharge.

I've always felt like 2/3/5 is better for the penalty...Maybe 3/5/7. Thinking 1 shield regulator should wipe the penalty similarly to how 1 kincat wipes out the penalty from 3 (and more) complex plates with the skill bonus.
Not sure about reducing shields delay by 2 secs, maybe start with 1 and go from there.
