On paper, there is a slightly reduced heat build up on the Viziam which in theory will allow you to do longer periods of peak damage as you approach the weapons maximum heat capacity.
In practice, I use a standard laser for everything because there is practically no difference.

Somewhere in this cesspit CCP said they will be looking at laser rifles because they agree they're currently gimped. Of course, that could mean pretty much anything.
Also, their was a thread about 'zealot' variants that would allow for sustained fire post-overheat at the cost of increased feedback damage that received some attention in the weekly feedback section. 
I'll suspend judgment until we actually get to play with the rail rifle but it does look like lasers are slated to disappear for a little bit.
