Rigs would be awesome if implemented correctly. They shouldnt be able to turn a light suit into a heavy suit for example

While I really like the idea of permanent modules with positive and negative fitting bonuses, there would need to be other game mechanics and systems in place.
Firstly, I would request an expansion/alteration of dropsuit fitting limit from 30 and an indexable folder system for organizing various fitting groups.
Second, "Rigs" would have more of a place in Dust if there were planetary exploration/mining zones were you could fight PvE battles or low numbers of enemy combatants which could be skillfully avoided if so chosen. Why I say this is that while EVE online is a PvP game, there are ways to avoid combat but still have a genuine New Eden experience. That's not really how it works in Dust, with all game interaction coming from repetitious battles; that translates to far greater turnover on dropsuits which means you might not be able to get the most out of you experience of a particular perma-module. Sure, I understand you can treat it like an officer weapon, but if CCP is going to go to the trouble of redesigning the fitting slot layout I feel players should have options to be able to savor their special suit longer rather than getting ganked upon spawn. That way, when you lose a suit it holds an even greater weight because you built up a extended connection.

Also, I was contemplating whether rigs should be obtained strictly through FW and PC salvage or on the primary/secondary markets.

I like the idea of a module that is equal parts positive and negative, but the way it was implemented in EVE didn't really work that way. Sure, I like my rigs, but equivalent exchange it is not. Their benefits far outweigh their costs.

They should be expensive (at least 10x the cost of modules of the same meta level) and have drawbacks. Benefits should outweigh drawbacks which can be reduced somewhat via skills. Some examples would be armor rigs reducing speed, shield rigs increasing signature profile (making you easier to scan), damage rigs might reduce the CPU/PG of the suit, optimal range increase at expense of damage etc.

Seeing as how all of this stuff is going, these won't be in for awhile. and rigs won't cost that much to build. Plus, as we have seen time and time again, balancing by ISK doesn't work. At all.

Rigs would be a good thing to add in an expansion down the road. But letGÇÖs wait until we have all the suits first, then start adding further levels of complexity.
