Yes they should. 30 Per sec for the Assault and the logi 25, without passives.
At Lv 5 a Cal Assault will recharge 37.5 per sec. To make the suits worth while. A mix between Assaults HP and Scout's Shield regen.

And possibly a slightly altered CPU, and GP supply that isn't identical to the gelente suit. Nope they should have bonuses to Rail Tech Range or damage. Assaults should be offensively focused. Logi Support Focused. Heavy Defence Focused. Scout.... Mobility Focused.
Yeah they might have their shield extenders 10% efficiency crap bonus changed for something offensive, but in the case of the 25% shield recharge, that bonus works for Cals....

10% + vs Armor is not a Scrambler Rifle Charged shot +20% vs Shield. Armor: More HP , Less Effective Bonuses against it, Rifle Wise Shield: Less HP, More damage from Weapon bonuses. 10% and 20%

Your argument becomes VALID, in the Case Rail Rifles Become -20% vs Shields + 20% vs Armor.
