I propose that the max amount of an equipment you're allowed to have active on the field be limited by the equipment skill level and not the unique equipment type.
Lately, people have been complaining about spamming of deployable equipment such as uplinks and nano-hives. The problem is the outcome of many battles is decided by who can "set up shop" near objective(s) first. Excessive amounts of deployed equipment have also been blamed for causing lag in PC. Currently, the maximum amount of deployable equipment were allowed to have active on the field is limited by the individual limits set for each variant of a deployable equipment. Using uplinks as an example: Drop-Uplink: Max Active --- Militia Drop Uplink: 1
Drop Uplink: 1 'Hacked' Drop Uplink: 1 Stable Drop Uplink: 1
'Dawnpyre' R-9 Drop Uplink: 2 N-11/A Flux Drop Uplink: 2 P-13 Quantum Drop Uplink: 2 R-9 Drop Uplink: 2
'Abyss' Carthum Drop Uplink: 1 'Void' Imperial Drop Uplink: 2 Imperial Drop Uplink: 2 Allotek Stable Drop Uplink: 2 Imperial Flux Drop Uplink: 2 Imperial Gauged Drop Uplink: 2 Ishukone Gauged Drop Uplink: 3 --- Max Possible Active Uplinks = 25
Wow! It is possible for just a single player to have up to 25 active uplinks! Imagine the number of active uplinks if an entire team of 16 was dropping uplinks, now all 32 players in a match? The amount of active uplinks allowed in a match is absurd. And that's just talking about drop uplinks, we haven't even covered nano-hives.
In my proposal, the max active equipment is limited by the equipment skill level. Using drop-uplinks again as an example:
Drop Uplink Deployment Skill Level : Max Active 1 : 1 3 : 2 5 : 3

Like Samantha said, I am only using uplinks as an example. My proposal would also effect nano-hives.
Valmar, the proposed change was my stab at finding a solution to a concern that was expressed by the CPM in a 2 hour talk show. I have already explained how the current limitations on max active equipment is negatively effecting gameplay. Having said that, I understand that some variety of equipment are unique because of their max active stat and my solution would negate that.
The proposed max active per level was just an example and can be changed to whatever's reasonable.
