If the CPM could actually help improve the game then it would be worth it but frankly it does **** all anyways
To be fair, it took EVE CSM what, something like 6 years to become a well established useful group. CPM hasn't even been here a year, and neither has DUST (officially speaking, anyways). I think there's more than enough room for improvement, and having the CSM as a guideline is a huge boon for this. This is a joke right? who was the mittiani before CSM? lol Did more then make him powerful in EVE. Not sure what that has to do with CSM being essentially useless for the first few years. That's just what I've heard numerous times at least, I didn't play EVE back then, and I don't play very much now.

I personally think that whoever spent an insane amount of time actually playing the game already "knows" how to fix it, and already gathered enough opinions to make a general view of NPE and vets experience.
Imo, CPM1 should concentrate on:
- End Game
- Something in the middle that keeps people play the game
- New players experience
In really few words:
End game: We already have Planetary Conquest, still we all know it's broken and not accessible to anyone. By anyone I mean any good player, in fact PC still have huge lag / framerate issues. I would also suggest some kind of network security on PC matches and dedicated servers in different regions that guarantee equality.
Somewhere in the middle: Make casuals actually enjoy the game. More tacticism. Dust is actually an SP based game, not a personal skill based game. Many players that used to consider themselves "good at FPS" already left the game because of the SP gap; there would be many solutions, but any of these would hurt the vet's or the newbie's feelings. That's why there should be more tacticism, even in pubs. Make people actually use their head instead of letting them run around like headless, good-aiming chickens: destroyable/repairable objects, for example, bridges, doors, turret bunkers, make turrets repairable and for god's sake, give them i little more HP.
Beginners: They should feel how beautiful the game is! Let them know the "secrets" of the game. Tell 'em in tutorials that they need to skill up to hurt a PRO. Tell'em to pay attention to "Men in Black" , let them have Militia only battle or starter fits only. Let them have PVE so that they can skill up without hurting their K/D or whatever they care about.
