For reasons not yet disclosed I would very much like to know how many snipers there are with a proto sniper rifle and but not limited to a proficiency of lvl 4 or 5.

Hi,
My name is Outer Raven "takes deep breath" and I run with a Proto Charge rifle with proficiency at level 5.

Gahh. I can almost never hit a moving target. Some people say to aim ON the guy, some people say aim a little ahead... but seems like I'm always left with a couple of results. either a) dust plume ahead of him b) dust plume behind him c) So..umm.. did i hit him or what? and when I target over him again, seems like still full everything, so... AURGH!
Another method when targets are moving about is to just aim where you believe they will go an once they cross your reticle fire. This requires good anticipation and patience. Observe said enemy an give your self some time to fire instead of chasing them. After getting hit targets will usually abandon there tactics once they are about to die.
