the fact of the matter is that PC is broken and meaningless except for the isk farming.
I propose no corp should be allowed to either lock districts or fight any other corp they have an alliance with for isk.
I'll let ccp work out the details, but my thoughts behind this is:
FOR LOCKING DISTRICTS:
this mechanic gives small corps the ability to have more districts then they can really control. if there were no locks, no corp could maintain more districts than they can defend around the clock and it would make the need for real diplomacy and alliances plus it stops any one corp from monopolizing PC.
NO ISK FOR FRIENDLY FIGHTS
this is the real problem. it allows for isk farming and excluding the broader player base for the few elite that in all honesty don't care about the games growth or community.
PC should be impossible to dominate. bottom line. because the people who wind up dominating are always the minority of players who put greed and exclusivity above the community.
the fact is there is enough isk to go around without the blue wars and isk farming. these things just destroy the game.
the only other solution is to completely connect eve and dust in such a way that eve corps NEED dust mercs to secure their sovereignty in null space and vice versa.
I realize the same problem would persist but to a lesser degree with more players being involved in what I believe would be short lived cycles of dominance.
but as long as dust is alone in new eden these locks and blue wars simply kill your end game content and favor the greedy few who just don't care about anything past their own wallets. it makes PC a joke.

Constant district locking does nothing to help further growth in PC, everyone's excuse "well the larger corps do it soo..." Only helps certain corps hold land "or planets" indefinitely with no way to out maneuver "yet".

Our alliance alliance was doing fairly well and we had a significant EVE presence, but PC from the start was in favor of those who exploited it. We were trying to field men from matches anywhere from 5 - 10 times a day, and were doing well, but district locking stopped our offensives and not district locking wore us like many of the PC alliances starting out. Our resources in space helped us little because everyone got orbitals anyway (da fuq?) and their was no proper compensation. I will admit that we were defeated by players who knew how to win and the metagame is part of what makes this and EVE interesting, but not taking into account how it affects gameplay is why PC fell on it's face, on top of all the technical issues.
A corp of 300 has no better chance against a corp of 20 because the 16 vs 16 bottleneck means that corps with money can always field the best 16 players and then lock the districts they have, never having to worry about over extending. Now district locking is the only way to stay alive in PC, and Eve support is useless. I blame nobody but CCP. What does the Fox say?

because of your post I would like to add that for PC only eve supported orbitals should be allowed.
also, I know the ps3 cant handle this, but at some future date you should be able to bring in as many mercs to a fight as you want.
the eve blob mechanic would detour smaller elite corps from taking on larger corps and once again makes alliances more relevant.

I hate to say it but your proposed unlimited numbers mechanic would just mean that corps like Dust University and the former PXRXO would be the sole controllers of PC, exactly the kind of power inballance the OP wants to avoid. Not only can this never happen thanks to technical limitations but it should never happen due to it having huge negative implications for the fun of PC.

lol @ the uni controlling PC. we are a neutral training corp and have no intention of wanting to control anything. look at eve uni, how much sov space do they control? answer: none. why? because our sister corp is like us, a training corp. the only reason we are as big as we are is because we take all the new players the so called elite corps shun. if we had an unlimited number battle at most it would server to protect ourselves from bully corps like ancient exiles who don't care about anything but their own wallets.
we had a planet and used it to introduce new players to PC and to help smaller corps train for it by having friendly competitive matches. but then corps like AE come and screw all that up and we have no defence against it because what we cant match in skill we also cant match in numbers.
but if there ever was a corp large enough to control all of molden heath ( and we are talking like 1000 members corps) which I doubt any corp could get large enough to do, at that point people would ally themselves together with smaller corps ( like FEC) to remove that super power.
so, in closing I'd have to say your fears are misguided and come from a false base logic.
