Aside from scale, we have no idea what Conquest will be like; perhaps just a giant Skirmish (which would be really lazy and boring).
I picked PVE, but I feel just as strongly about Dust getting an attack/defend mode with multiple stages (like the old Skirmish 1.0).

You've just made me a very happy man.
Will there be objectives besides null cannons, like defense relays?

On the subject of respecs. I'm very meticulous about choosing my skills, and so far I'm very happy with what I did. That being said, I don't see the value of forcing people to stick with a bad decision, or something they've grown tired of; this s just not fun, or good for a game (games are suppose to be fun). I specced into scrambler rifles, Amarr logi, and Amarr assault, but one day I could grow to hate all that and feel stuck with it (though unlikely). In response to the "but people will spec into things I think are OP", CCP always eventually gets to nerfing the FoTMs.
I would like optional respecs every month, with an AUR respec option that has no timing limits (so CCP can make money).

That ISK thing is pointless, just create a corp (or alt), donate all your ISK to that corp (or alt), use the respec, and you won't lose any money since you have none. Then just take your money from your corp (or alt) again.
