Please read the sticky thread covering the weekly feedback that CCP is looking into. CCP might (I stress MIGHT) consider implementing a "Skill-Back Booster" that does exactly what you suggest. However, it disables passive SP gains while active. Which means you lose any chance to gain NEW SP while trying to siphon OLD SP that you already have and it takes time (spanning a few days at least).
CCP, please fix the Nova Knives. Thank you.

The reason there is not much flexibility is not because of lack of respecs but lack of meaningful content. If you add respecs, but no new content, then the only thing the respecs achieve is to simply delay the inevitable (which is boredom). If you add new content, then the need for respecs begins to disappear.
The only reason you don't see respecs in games like CoD, Halo, etc. is because they have new content every so often. Unfortunately that new content has to be bought with cash.
Eve Online, a game which is connected to Dust directly, doesn't have a respec system (no, the neural remap is not a respec system) because there is always new content which is often provided by the players via emergent gameplay and there is always something different to try. Got bored of mining? Get into 1v1 pvp. Got bored of ship pvp? Try market pvp. Got bored of pvp in general? Try sneaking into wormholes and see how far you can sneak in without getting caught. Try corporate espionage. Try PvE, try suicide ganking, try scamming a player or run a Ponzi scheme, etc. There is always something to do and most of the time you don't need to skill into another ship to try different things. That has resulted in very little demand for respecs in Eve.
In Dust however, there is very little emergent gameplay at the moment and there has been little in new content. Players get bored quickly and thus the demand for respecs for increases.
Thankfully, Factional Warfare is getting overhauled big time which is the biggest next step towards adding more emergent content. And since player trading is getting close, maybe closer than anyone of us think, there will be very creative players out there that might try to run Ponzi Schemes and other scams to make a profit. Player trading will no doubt introduce new content generated by the players as FPS players finally learn how to barter.

One thing I like to point out is that there is a slight possibility that we might get one more respec from CCP considering the following:
1. Vehicles and the skills related to them are getting a complete overhaul. See the stickies above for details. 2. According to CCP @ Eve Vegas 2013, more racial suits like the Amarr Scout or Caldari Scout might be coming in 1.7. 3. Weapons and the skills related to them are also getting a complete overhaul. See the stickies above for details. 4. 1.7 has been confirmed to be the biggest content update in a long time which might also include new maps.
That said, it seems CCP might give us one more respec. But don't quote me on that.
