1. The slug itself is a layering of various materials. So are arrows.
2. The Minmatar may not be the only ones who use it, but they primary it. Its considered one of their strong points in technological achievements. And the ancient Terrans developed it in their first 20000 years. And then they grew out of it.
3. It takes the Matari a shield extender to even match the shield systems that come standard with a Caldari suit. The only reason they can match us is due to the extra modular ability they afforded by unfocused design, so they just said "let the user figure it out!"
