You should notice a disturbing lack of battle skirt on the Amarr light frame suit. There was an initial uproar regarding this, and we all sort of hoped CCP would go back and add in the battle skirt so it can be a true Amarr suit. But recently, CPM Nova Knife wrote the following in a Skype conversation,

That depends on the gold content of them. I mean typically they are insanely heavy, Perhaps our scouts could just make use of thin malleable Gold thread, much lighter, more flexible and easier to run in. |

I can live with the Amarr Scout like that - no battle skirt, but I'm not so sure about the slot layout. If they try to push something with 1 low and 1 high at basic level maintaining the slower but tougher theme of our other suits I'm afraid it will not work well. I mean, sacrificing speed for a marginal ehp increase in a Scout suit can't end well...
Also, I wonder about what bonus will it have besides the profile dampening. Something to help assassinate and/or flanking with laser weaponry? It should be the most combat oriented of the scouts suits after all. But I digress. Battle skirt, yeah, I can live without it. |

If you have at least 200hp of shields then I have to use an additional 1-2 rounds to take you out. With the bonus that explosive weapons do to armor, I can O-3HKO almost all armor tankers, even heavies.
And when you only have 6 in a clip and 18 rounds total, ammo is not something I can afford to waste.
And yeah the battle skirts do scare me. It scares me to think that somebody would find them necessary.
Oh and I've already got enough swag to last myself lifetimes

Marginally better HP is not worth speed and a sidearm on a scout suit. They have to find a better way to make the Amarr scout unique because HP is not really something a scout cares much about. |
