Meta levels were supposed to have significance in DUST. However they have been dropped by the Devs as it overly complicated a the level of equipment in DUST. In EVE they have a place, in DUST ... not so much. It is best to ignore them as a mere artifact of the original documentation process.
Read the other comments, they seem to understand tanking more than the OP.
Also, look into the Training Ground. Many good post regarding tanking there as well.
Like many others before him the OP assumes that spending SP and ISK will produce wins regardless of the competition. That is a sweet idea and while I might encourage such thinking in a grandchild I will not hesitate to slap it out of the head of an Immortal Merc ... In Space.
Skilling into Forge Guns cost SP and ISK. Losing a few Proto Assault Forge Gun Fits can easily cost all the profit from the current match and several others. The risk is not actually equal to the reward. Popping any tank at all in the game rewards the same exact WP. Just like killing a full militia fit or its inverse the full Proto. +50WP (now with head shots at +60WP).
On some of my FG fits I don't equip armor repair modules. Why? Not gonna live long enough for them to kick in. But neither will that Tank or the Drop Ship.

This is how I feel. The tanks of this game are TOO WEAK !!! Just like pilots and heavies as well as logis or any other class I want people to get tanks , spend the time and effort to get the mods , be able to CUSTOMIZE their tanks and ENJOY driving. Check out some of the other post that I have put up about , adding more slots and if they are not willing to decrease the computer and programming usage of the mods and the turrets some , that they should increase the computer and programming capacity of the tanks. And KILL that ideal about turrets needing to be reloaded. This isn't the first time I have written about tanks. I just want this game to not be spoken about in the neg like I hear not only from this sight but from others as well from ex-players. I want this game to be GREAT and really GREAT , not just winning awards but crushing all others.
We all have ideals and they need to be listened to and RESPECTED and if CCP doesn't read these posts that we put up then we have a bigger problem and maybe it's time to back another game and stop making people who don't care RICH. There are enough of that type in the world TODAY. Hmm.
First, I respect your enthusiasm and your ideals. That said, DUST is not Star Wars. Nor are HAVs AT-ATs or actually tanks as such. Much less TANKS. And TANKS are always depicted against unarmored, non-powered, mortal solders. Not shielded, armored, powered and immortal Mercs that are getting paid to destroy you and your equipment. Unless you are wiling to fund DUST514 development, in its entirety, then your ideals are not what must be listened to nor respected. The one with the money wins, which is CCP/Iceland.
CCP has a particular vision for all vehicles and they implemented the first version poorly (at least, not to their satisfaction). They have since decided to scrap everything related to vehicles and start over. Which is their right as they have the source code, not us, and the contract with SONY so we will leave that behind us.
What you want is a different game and I suspect that DUST is not going to be that game. Just because you Skill into tanks and have the resources to run them doesn't mean that you will be able to absolutely dominate the battlefield in DUST. This game, that you do not own, wants some balance that you do not like. There are a legion of posts on these forums where Proto geared Mercs are upset because some other Merc in Militia gear took them out. That their LLAV was boxed into a corner and got destroyed. That their HAV or DS was taken out in a few hits by a) forge gun b) Proto swarms c) another tank and how much ISK it cost them. Well, tough. This is DUST. A good forge gunner or a reasonable squad working together, with mics, can take out virtually anything on the map. Because that is what CCP wants to have happen.
HAVs are battle changers. With my normal squad mates they become the main target and, for some of us, an obsession to destroy regardless of the cost. I will run Proto or Officer Forge Guns to take them out, my favorite tanker will use Proto Swarms and his favorite saying when using it ... "Bye bye Tank". So they change the battle alright, just not the way you want.
If you would acknowledge that you have read the upcoming vehicle balance posts, which I was unable to find that you had, then we could discuss that. The current situation is running out of time as it is a dead end. So further discussion is a waste of time. Vehicles as they exist today are dead. Exactly how the new versions will play out is unknown. CCP/Shanghai has made pre-announcements in the past and the actual results are wildly different than how the comments read. Look into the stinking Flaylock Pistols for one prime example and the pathetic plasma cannon for another. Not to mention fighter jets.
And my final point is that - Meta levels do not matter and have never mattered, regardless of how much you believe they should. They are simply an artifact of a small development team not having the resources to go back and remove all the references to something that didn't pan out. Something that was put into the game to tie it to EVE, their darling click and point spreadsheet space game for gankers.
