The Upper House Will have 2 representatives per alliance, an alliance may only participate if they have a district on the first Downtime of the month determined GMT

Laws will be determined the first week of the month and shall be implemented the first day of the next month, No Bills of Attainder and No Ex-Post Facto Laws may be created
