We the residents of the War Room do ordain and establish this charter to provide for those who we believe deserving and punish those who are not. This document shall be regarded highly by all whom read it and their posterity

The Chief of the Police Force shall get a buxom lass and a matari sammich maker with sandwich supplies as well as a salary determined by a Council of the largest corporations and all Land Holding Alliances in New Eden

The Council shall be Bicameral
With a Lower house composed of alliance Representatives Every land holding corporation may send 1 representative per district and 2 backups if the representative is not available.

The Upper House Will have 2 representatives per alliance, an alliance may only participate if they have a district on the first Downtime of the month determined GMT

Laws will be determined the first week of the month and shall be implemented the first day of the next month, No Bills of Attainder and No Ex-Post Facto Laws may be created

Could KotR mean Knights of the Round?

MHPD alone can regulate and should regulate PFC. However outside of that you would need to assemble some sort of congress consisting of powerful corporation in order to get anything done on a large scale.

Alone you are x EON and seen by many as tyrants. This will just end up as another alliance war and nothing more.
