CCP Remnent said that one of a few adjustments to the dropsuit progression they'll be outlining in the next few days (on 2013.05.21) would be bringing the race bonus down onto the basic suits. This dev blog might be coming around as soon as Uprising 1.7, at least 2 months from now which is around 7 months from when he said it'll be coming in the "next few days", or much later like sometime next year.

Dropsuit balance and bonuses . You should give the basic suits a single bonus btw something the same across race. And they would stack with the nee bonuses and give a reason to bring basic to 5 becuase it would increase the bonus on all suits. Yeah, we're going to be bringing the race bonus down onto the basic suits. It's one of a few adjustments to the dropsuit progression we'll be outlining in the next few days. Some adjustments we'll be making very shortly, but others will be a fair bit later.

think this is a dead dead issue as far as that dev post is concerned. further ideas should prob be posted in feedback forum.
a lot has changed since Uprising 1.0 ... i sort of think things like them dropping the basic frame prereq from V to III was what they ended up deciding to do with respect to this issue. |

The "soon" elements of those changes already happened, but the "later" part has not. I think looking at suits/bonuses as a practice just got mothballed along with so many other things (you could make a pretty big list of would-be changes at this point) as successive patches had bug counts, stability, etc. halting forward progress. In any event, that particular thread was about suit balance issues, not the Logi-role SP barrier, which was solved in the manner you suggested. |

If they lower the racial bonus to suits that would only put this game that much closer to being a cookie cutter shooter, where everyone runs around with the same damn HP/suit/build..
1.4/TTK/and the armor buff has already brought this to the edge of that point, lowering and not possibly raising some of the suit bonuses with possible CPU and PG tweaks would send it over the edge into call of duty land... |

Also, without the armor buff, TTK would be even lower. TTK is a separate issue and I support removing the 10% damage buff that came in Uprising.
Basically the idea behind bringing the race bonus down onto the basic suits is to make basic frames benefit from a racial skill bonus and have the specialized suits have their own bonus too in addition to the racial bonus. It's explained better in that thread |

If basic frames get the bonus's of the suits above them what is the point in going assault or sentinel or scout? Yeah its a bit cheaper ISK wise but SP wise?

Not like that.
Medium Jovian Frame: +X Adhesion with Sticky Wicket Weaponry Per Level & +X Suit whatsit Per Level
Then,
Jovian Assault: +X Banjo Fever Per Level
or
Jovian Logistics: +X Sexual Healing Per Level
The "basic" frame is the "base" for that race, and you'd get those bonuses to whatever rank you have Medium Jovian Frames when you're wearing the "specialized" frames.
So, if you got Jovian Frames to 3, and went to assault from there and took it to 5 (Like people do now):
When wearing the STD Jovian Assault BPO you won in the tournament, you'd get these bonuses: +3X Adhesion with Sticky Wicket Weaponry and Suit Whatsit +5X Banjo Fever
Alternatively, "moving to the suits" could be a more literal EVE-ish interpretation where the suits become vessels for skill bonuses. That is, when you look at the skill tree, you won't see any passives listed for suits or roles. The description would just be "Skill with Medium Jovian frames" or "Skill with Jovian Assault frames". The suits themselves would indicate the bonuses. Imagine reading the suit text to see:
+X Sexual Healing Per Rank of Jovian Assault Suits
...and so on. That means they could introduce new class bonuses anytime they wanted by releasing a new suit, since the suit just put a bonus into effect based on your skills - the skills themselves don't need to be changed. |

I keep saying:
Do what your proposing to do the the vehicles with the suits. Make it a single skill with all the races in one. That way new players can try different suits and see what best works with their play style. Then they can get them to Adv level and see how each progresses.
After that they have the choice of a diverse range of suits for different soles or to specialise into a single race and role. It also gives a purpose to spec into basic suits - Choosing diversity over specialisation. |
