...you really should. They are becoming an essential piece of a squad's equipment, and not only for logis; scouts/flankers highly benefit from using these. I just upgraded mine to proto thanks to the Caldari Boot Camp event, and thought I would post the cool down data for those thinking on skilling into them.
The wiki on active scanners is here. Below is the cool down time (CD), measured as the shortest time between consecutive scans, and the target illumination time (IT), which is the scan time + light up time listed on the wiki. I believe the light up time counter starts after the scan completes but haven't confirmed this definitively yet.
Basic Active Scanner - 10 sec CD, 7 sec IT Flux Active Scanner - 10 sec CD, 9 sec IT
Advanced A-86 Active Scanner - 10 sec CD, 7 sec IT A-19 Stalbe Active Scanner - 10 sec CD, 7 sec IT A-45 Quantum Active Scanner - 13 sec CD, 18 sec IT
Prototype Creodron Active Scanner - 10 sec CD, 7 sec IT Creodron Flux Active Scanner - 26 sec CD, 9 sec IT Creodron Proximity Active Scanner - 6 sec CD, 9 sec IT Duvolle Quantum Active Scanner - 17 sec CD, 27 sec IT Duvolle Focused Active Scanner - 33 sec CD, 10 sec IT
As you can see, only three scanners have a shorter cool down compared to their illumination time - the A-45 Quantum, the Duvolle Quantum, and the Creodron Proximity.
On paper the Duvolle Quantum looks the best due to its low fidelity (28 dB) and long light up time, but if you are the only person scanning for your squad, the A-45 might serve you better if you find that no one on the enemy team is running a low profile suit. This is because you can refresh your scans more quickly to detect flankers/new spawners and the like.
Both the Creodron Flux Active Scanner and the Duvolle Focused Active Scanner have very long "dark" times between the end of target illumination and reset of cool down - I could only imagine these being useful if someone else in your squad already has a Quantum, or if you yourself are carrying multiple scanners.
As an aside, I have discovered that your CD time resets when you refresh your suit at a supply depot - even if you switch to the exact same fit.

hm.. been a while since i tested them but this numbers i got for cooldowns back then.
a-19 stable-7 second a-45 quantum-10 second a-86- 7 second basic- 7second creodron- 7 seconds creodron flux- 24 seconds credron proximity -3 second duvolle focused -30 second duvolle quantum- 14 seconds basic flux- 8 seconds |

Lol just got a scanner today and figured out being a ballerina pays off. |

I'm a big fan of the 200m one over the 27 second one after playing with them for a while.
Even though you don't know exactly where people are you get a much better general idea of the locations of enemies. |

Maybe if you have another scanner or someone in your squad is using a Quantum... but for me, knowing the general direction of the enemy at double the range of other scanners isn't worth having no scan intel at all for 65% of the time.
Besides, if you use the flux, the enemy is out of range of your minimap, so to obtain enemy LOS direction you'd need to either switch to the overhead map or get close enough for enemies to appear on your minimap - in which case the Quantums would serve you better anyway.
I'm really curious if anyone uses the Duvolle Focused, since it's cool down time is so awful. I may have a fit with both the Duvolle Focused and the Duvolle Quantum just in case the latter's fidelity isn't low enough, but meh, running both gets damn expensive.
But still around as much as and arguably more beneficial than running a Duvolle Assault Rifle |

It works great when picking at 1 side of an enemy formation with a LR or to a lesser extent (due to shorter range) the Tac. The extra range lets you scan the entire formation instead of just the few on the edge. |

BTW.. really appreciate the consolidation of this info on the forums. Looking at it, I just really... really can't think of a reason to take the skill to proto. I mean there are outlier situations like needing to scan down a particular low dB scout or you want to keep a tank on the radar for 27 seconds or something like that but... not sure it justifies another sunk 600k+ SP. |

The Duvolle Quantum pretty much lets you scan for half as often and it will pick up all but the most stealthy scouts. With the Credron Flux, it makes a little more sense for someone working the rear, setting up equipment, or for a really early warning at the beginning of the match. |
