It's been talked about somewhere by CCP a couple times as something they want to eventually improve but I'd speculate that to be after or during vehicle balancing attempts with 1.5 Rethinking module activation is a tricky business and there's no point them doing it wrong to do it all over again. However hopefully they don't build too many system around it working the way it does now

Edit: Let me expand. the first module should default to north the second east and so on anything after the fourth should go in between. As it stands I can't figure out any sort of actual system other than they just go randomly all crammed on the right side of the wheel.
they should expand the radial menu wider across the screen, increase the space between the slots, and seperate the shield slots and the armor slots on each side of the screen, so its basically a larger, streamlined overlay of the fitting window |
