The whole tank gets the bonuses from the owner's skills - the owner doesn't even have to be in the tank for these skills to apply. Then the gunner's skills apply to the turret that they are using on top of that. The devs have never said this was changed and saying it 'was fixed' implies that it was an unintended bug, which it never has been and it was always intended to be this way.
before the skill changes if you wernt in your tank your tank had less shields then when you were in it
skills only apply when your IN the tank
if you change drivers the damage changes
if you change gunenrs the damage changes
have you PERSONALLY tested this?

Find an enemy CRU/supply depot (could also work on neutral installations but more likely to get interrupted by random bluedots) with no one around it (blue or red) - this is pretty difficult to find in pub matches and if a random bluedot jumps in your tank whilst you're shuffling arouind, he'll ruin everything.
First test the main turret with a single shot for each player and note down damage for each shot. Second test one of the side turrets in the same manner with no one else in the tank. Third test side turret with various combinations of skilled/non-skilled driver and skilled/non-skilled gunner.
Done - point proven.
that was my testing method :P
