The Rail rifle has a grip, so if that was the rail rifle it would be held by the grip. Also look at the bottom part connecting the grip, the rail rifle doesn't have that.

There were some people saying that the Rail Rifle they showed for the Caldari was really generic looking, and kind of looked like an assault rifle you could buy today with some extra plating slapped on. Maybe what IWS was hinting is that they put together a new model with a different intent for the weapon? I mean, you can see that it doesn't match the Rail Rifle pictures from FanFest, but if that's supposed to be the Gauss Rifle, that'd be a pretty cool modification of the original design they showed us.
