Very different technological advancements, not to mention the huge disparity in terms of supplies between the two; the Amarr have an abundance of resources, while the Sebiestor have little to no resources available to them. That being said, it is a scary thought to imagine what they could accomplish if put in the same situation as your Amarrian engineers.

I wouldn't boast at all considering you haven't even developed a combat rifle of your own yet...... that and Im not sure your people have the technology to even build an RDS. Additionally do not take pride in the Rebellion. The Matari did not earn it themselves they did not fight with their own strength, only borrowed strength from a federation who is using them to hold the empire in check. Make no mistake, you Gallentean allies will not be so friendly should the State ever fall, their eyes will turn to your borders in due time.
