Yeah nearly 100% of pod pilots in Eve are represented by players, similar to how players in Dust nearly represent the entire immortal soldier population or is the super massive majority of them.
The only hostile podder NPCs you face are typically 'Officers' the weakest of which is Zor and his leuitenants. There plenty of others from various factions like Estamel and Thron.
I mean it should occur to you why in the hell is your attack cruiser killing NPC 20-30 battleships with escorts all by its lonesome.
NPC ships are standard crewed, Pirate ships are likely understaffed, Naval ships which are generally tougher are probably fuller crewed. |

I'm at work right now, so i have a very limited access to the web, soon they will find Dust and close access to that, So I can't find this document, but there is one that gives the complete break down, of the ships in eve and the crews they have. I'm sure some google will do it. |

I know the document well I use it for article submissions for evelopedia all the time. Not all ships in Eve are pod piloted though. This is clearly stated in the lore hundreds of times.
Tech 1 Ships are bi-crewable and are designed to complement either types of crews. Tech 2 are almost pod reliant due to the lack of room made way for the specialization tech but are very capable of being commanded by non-podders as well. Tech 3 ships have NO CREW with exception to the pod pilot. |

People would only care if these civilians were actually miners. Miners that are players you know and love, because they give you a cut of their action. But now that their mining operation has been compromised, your corp will gain no more ISK for keeping them around. DEAL WITH THE THREAT! THE MINERS ARE DISPOSABLE NOW! |
