no i've tested it with an smg and your speed is unaffected by switching weapons. it just sways faster because it is a smaller weapon. to prove it you could also duplicate a fitting and change your main weapon and look at the stats.

the best way to get a corp off the ground imho is to form a strong base for leadership and grow from there, as a new ceo your job is a time intensive one of advertising your corp, and then playing with the guys that join.
