Try changing your server region. This option is found under system operation -> options then click r2 until you see the option. This fixed it for me.

I have proto scout, proto assault, and proto sentinel. I'd say they all are pretty balanced and haave their strengths and weaknesses. Scouts are still the best option if you're playing solo though.
