Can't really comment on shields vs armour because I only use shields, but armour dropships fly like a box of bricks, whereas shield dropships handle,more like a brick. As for core skills Vehicle core upgrades to LV 5, it's your only source of PG ...

Try out militia dropships, if you like how they handle get level 1 in whatever racial variant you prefer, that'll unlock the standard dropship. As for the rest of your sp put it into vehicle upgrades, it'll benefit every vehicle you use.
