He is right. It does state in the description that it has no effect on the resupply rate. This would indicate that having less than 100% armor wouldn't make a flip of difference. VERY POOR description given within game. I, however, have used them...

I still can't buy the Electronics Upgrade Skillbook. This is necessary to upgrade, among other things, Armor Repair Skill. I see it but when I click to purchase it, I get the message that the skillbook was not found on the market. I sure wish it was.
