The HP thing was fixed. The issue is the modules we place on proto suits that make them op now There arent enough players to make a balanced match making system. They tried, and it failed. Only thing left is the academy which ends after 1-3 game...

As a shield tanker , I find my self using the enhanced shield regs far more then the complex because of their significantly lower fitting cost, and only giving -5% less to shield recharge delay, and depleted shield delay. complex shield regulators...
