Technically there are 3 skills that effect cpu. The light/heavy/sidearm/grenade upgrades, the core upgrades(all 1% each) and the electronics upgrades.

For the Sp are you sure you haven't capped out? When you cap you only get 1sp per wp up to 1000 per match. Don't know about the isk part though.

It was in the neocom at least since January(When I joined). It should still be there under one of the lower options. I think the Neocom tab was called "Movie" Not sure if they would have gotten rid of it for 1.4 though....

Sounds good to me, But 95%? maybe if you could make it so you use more stamina in return(even if its like 10%) Because jumping small hills for the same stamina as not even being able to jump an LAV seems a little ridiculous to me.
