Yeah fused locus grenades should be available as a seperate AUR item in the market place, and not just a merc pack money grab, or stuck on standard fits like the raider and scout.

Honestly there was an isk one and it was insanely more OP. the fused may seem bad but they don't output that much damage. Usually takes 2 to kill a heavy and unless you get it close to your target its usually not a ohk. Personally I'd rather cook ...
