I had suggested a Platoon Finder which is like the EVE Online Fleet Finder and essentially very simmilar to what you want. In regards to balances of power. Corporations Rise and Fall all the time. Natural Selection works.

The ability to form Platoons and advertise them for others to join at will and without need for a invite. Set access to Corporation only, to Alliance only and access based on standings. (See Fleet Finder for EVE Online)
