I've found that the repair gun will lock onto a some installations and not to others. I can rep the missile launcher in the red zone on the attacker side, but I can't get the blaster turret on the center-left of the map, next to the missile turret.

The lower leveled armor plates reduce the armor bonus, but also cut down on the mobility reduction. Standard is -3%, advanced is -5%, prototype is -10%, so we really already have 60mm, 120mm, and 180mm.
