It's not that the proto weapon is all that much better than the adv lvl (though it is for AV), it's that the skill modifies the weapons, making all of them better. At lvl 5, you also can start putting skills into proficiency, boosting your damage....

Minmatar assault. It has 5 high slots for stacking damage mods, and a sidearm to use when you NEED to. It can also be really fast, allowing you to run to a good position to rain missiles on the enemy.
