SP wouldn't be the problem. It isn't a problem in EVE. All it does it limit a new player from flying circles around JIta in a Titan. As for Dust, the equivalent would be a new player sporting officer gear. EVE has plenty of things to offer people...

The default spawn time is 10s. Some uplinks (higher than base) can have a spawn modifier value that provides faster spawn times.
