I did some more looking through my TV's settings (out of pure hopefulness), and it turns out it does in fact have a game mode option! But for whatever reason it's not in the picture settings, I had to look through all the other sub menus and final...

So I'm now running a fresh install of the game and it looks like the only thing that changed is that the game now takes up about 3GB instead of 6GB. Still having the same issues with input delay. I'm not really certain what to do at this point bes...

I think the TV I'm using does do that, but I'm pretty certain I have it turned off. The TV my friend is using is my old one, and I had always had issues with Dust while playing on that as well. I'm downloading a fresh install of the game right now...
