No, it isn't. While I'm not 100% sure how the bonuses are applied, no method comes anywhere close to 70% 1.1 * 1.05^5 = 1.403 1.1 * 1.25 = 1.375 1.1 + 0.25 = 1.35

I'd say closer to 75% - 80% the usual payout, they are just militia after all - so you shouldn't quite run at a loss if you just lose one per match, but two or more and you'll rapidly start running out of ISK.
