CCP has a long history of screwing people over and then maybe offering a cookie. We did gate that one Optional Respec so anything is possible. Given their track record I'm just hoping the next major update is less messy.

I'm not sure there is any fix for Forge Guns. From Uprising 1.0 to 1.7 the only two worth using was the militia for lulz and the iFG for DPS. The Devs need to redesign them completely from scratch without an Assault and Breach variant.
