The warbarge itself now goes to 8. There was not an increase to the subsystem levels and no new subsystems were added. This increase in warbarge level was done as a foundation for upcoming subsystems that may be added later.

I believe the warbarge itself can be upgraded, but they have not yet added new subsystems for it to unlock. When they do, you will already have the 6th subsystem unlocked.

This is probably a bug. CCP Rattati post about slot and resource issues with some dropsuits after the patch. Btw, you should probably post this stuff in that thread. It helps CCP triage issues faster.
