Yes the Caldari assault bonus is sub-par. As for RR recoil, aim down the damn sights. If you want an RR with less recoil then use the assault variant.

It will be a lot better when the 'Balance' patch gets reintroduced... that is currently scheduled for next Tuesday . The new maps are refreshing and being able to sell the metric fuckton of junk I had collecting dust in my assets was a relief.
