Apparently I need to add client-side lag to the list as well. Seems there is a client bug that uses up loads of memory and prevents the client from reliably sending to the server.

This happens to me all the time, at least once a day. It is very likely to happen if you get booted from a game. Restarting Dust fixes it, with all the items I've purchased correctly reflected in the fit quantities. Techical data... 1. 86.4.251...
