I could understand infantry Shield / Armor imbalances, but this is working as intended. As far as Shields v Armor, Vehicles are pretty balanced. The only problems are AV, Damage Mods, and Railguns. ^ Completely IMO.

Hell no, because then, if your corp wanted to make money, you'd have to set a tax (a deal breaker for many people), or rely on people donating to the corp. Maybe just lower the passive ISK income? I don't know.
