The worst is when it says like 100 minutes remaining and you think "okay not horrible" and then you check back in 10 and it says 200 minutes left. I'm at 1% after about a minute with an estimated 130 left.

This was a bug that cropped up for some people every now and then in the last build. I haven't seen it this build (the one that's ending in several hours), but if you quit the game and came back all of your ISK should be there, for future reference.

It's to give you some idea of how much SP you're going to need per level for the entire skill "tree". A higher number, say 8x, means you will be using a lot more SP to unlock each level relative to how much SP you'd need for, say, a 3x skill.
