If you mean while on the ground bleeding out, sure, that would be a nifty module to have. A sort of last second shielding to keep you around for a revive or so that your respawn timer doesn't get ganked. For normal gameplay and battles? Ha.

I personally would like to have my KD/R above 1.00, but beyond that I really wouldn't care. I could probably achieve it if I were less aggressive in my playstyle, but damn near no one else tries to push or fight, so I usually have to.
