Was the tank blue? Sometimes shooting a blue tank causes a bug where no damage is dealt. Haven't seen the issue at all in factional though.

The 0.1 meter blast radius makes tanks invulnerable since the remotes 'go solid' too far away to deal the damage. LAV's only take damage if the remote is inside the driver/passenger seat area.
